Konsultan Pajak Wajib Memiliki Izin
Syarat Menjadi Konsultan Pajak Semakin Komprehensif
• merupakan Warga Negara Indonesia;
• mempunyai kompetensi di bidang perpajakan;
• telah lulus ujian profesi Konsultan Pajak yang diselenggarakan Asosiasi Konsultan Pajak;
• berpendidikan paling rendah Sarjana/Strata 1 atau setara;
• memiliki pengalaman kerja di bidang perpajakan sesuai klasifikasi izin yang dimohonkan;
• memiliki NPWP;
Surat Keterangan Kompetensi Tingkat A, B, maupun C memiliki masa berlaku 3 tahun sejak diterbitkan.
Kantor Konsultan Pajak Juga Harus Memiliki Izin
Masa Transisi hingga Akhir 2026

Tax Consultant Licensing Enters a New Era: PMK 55/2026 Tightens Competency and Supervision
The government has officially updated the governance of the tax consultant profession through Minister of Finance Regulation (PMK) Number 55 of 2026 concerning Tax Consultants and Other Parties Acting as Taxpayer Proxies. This regulation has been promulgated and will come into force on August 24 2026, while simultaneously revoking PMK Number 111/PMK.03/2014 as amended by PMK Number 175/PMK.01/2022.
This change is important for prospective tax consultants, practicing tax consultants, and Tax Consultant Offices (KKP). The government not only updates administrative requirements, but also strengthens aspects of competence, professionalism, integrity, quality control and professional supervision. In the considerations of PMK 55/2026, tax consultants and other parties who act as taxpayers' proxies are placed as part of tax intermediaries who have an important role in the national taxation system.
Tax Consultants Must Have a License
PMK 55/2026 emphasizes that every person who works as a tax consultant is required to have a Tax Consultant License. These permits are still divided into three classifications, namely Level A, Level B and Level C, with different scopes of service provision.
Level A permits are principally used to provide tax services to individuals with certain limitations. Level B permits expand the scope to individuals and entities, but still exclude, among others, foreign investment entities, permanent business forms, as well as certain subjects related to partner countries of the Avoidance of Double Taxation Agreement. Meanwhile, Level C permits allow consultants to provide tax services to all individuals and entities.
Requirements to Become a Tax Consultant are Increasingly Comprehensive
One change that has received attention is the strengthening of the requirements for obtaining permits. Based on Article 5 PMK 55/2026, permit applications are made electronically to the Minister of Finance through the authorized Director General.
Prospective tax consultants must, among other things, fulfill the following conditions:
• is an Indonesian citizen;
• have competence in the field of taxation;
• have passed the Tax Consultant professional examination held by the Tax Consultant Association;
• have at least a Bachelor's degree/Strata 1 or equivalent;
• have work experience in the taxation sector according to the classification of the permit applied for;
• have a NPWP;
• not be an officer, worker or official in a government institution, state institution, certain institution established based on statutory regulations, or BUMN/BUMD; as well
• meet a number of other integrity and independence requirements
• For certain applications, work experience is also an important factor. PMK 55/2026 requires a minimum of 1 year of experience calculated accumulated in the last 3 years for a Level B permit application and a minimum of 2 years in the last 3 years for a Level C permit application, in accordance with the form of experience required by regulations.
There are Competency Tests and Professional Exams
This new provision also emphasizes the separation between competency tests and professional exams.
A Certificate of Competency is obtained after a person takes and is declared to have passed a competency test in the field of taxation. Meanwhile, one of the requirements for applying for a Tax Consultant License is to have passed the Tax Consultant professional exam held by the Tax Consultant Association.
Thus, the new licensing structure not only assesses technical tax knowledge, but also places competency and professionalism as a more explicit part of the process of entering the tax consultant profession.
Certificates of Competency Levels A, B, or C have a validity period of 3 years from issuance. The extension is carried out by taking a refresher exam and being declared passed in accordance with applicable regulations.
Tax Consultant Firms Must Also Have a License
Another important change is more detailed regulation of the Tax Consultant Office (KKP).
To obtain a KKP permit, tax consultants must submit an application electronically. The requirements include that the office leader must be a Tax Consultant, have establishment documents, office NPWP, proof of residency, as well as a design for the quality control system of the Tax Consultant Office.
Provisions regarding quality control systems show that professional governance is now not only directed at individual consultants, but also at organizations or business entities where tax consulting services are provided to the public.
The KKP is also required to report certain changes, such as changes to the office address, composition of colleagues or management, or changes to the quality control system. For some of these changes, reports must be made no later than 30 days after the change occurs.
Consultants are required to become members of the association and maintain competence
After obtaining a license, tax consultants also have professional obligations that must continue to be fulfilled. One of them is to become a member of the Tax Consultant Association no later than 30 working days after obtaining the Tax Consultant License.
In addition, consultants are required to take Continuing Professional Education or PPL according to their respective permit classification. This provision shows that possession of a permit is not the end of the professionalization process. Consultant competency must continue to be maintained during practice.
Transition Period until the end of 2026
PMK 55/2026 also provides transition arrangements. Tax Consultant Certificates that have been issued based on previous regulations under certain conditions can still be treated as Competency Certificates for the period as regulated in the transition provisions. After the Tax Consultants Association starts holding professional examinations, certificate holders who wish to apply for permits must take professional examinations according to the new regulations.
The regulations also determine that the Tax Consultant professional examination by the Tax Consultant Association must be carried out no later than 31 December 2026.
New Era of Tax Consultant Professionalism
The enactment of PMK 55/2026 marks a significant change in the governance of the tax consultant profession in Indonesia. Licensing is now not solely related to the fulfillment of administrative documents, but is increasingly closely related to competence, experience, integrity, independence, continuous professional development, and office quality control systems.
For the public and business actors, these changes also emphasize the importance of ensuring that the tax consultants used have permits and competencies that are appropriate to the scope of work provided.
Meanwhile, for tax consultant candidates and practitioners, this new regulation is a momentum to start evaluating permit status, competency classification, work experience, association membership, PPL fulfillment, and the readiness of the office quality control system.
With increasingly structured supervision, it is hoped that the tax consultant profession can develop more professionally while providing certainty and better quality of service to taxpayers.
